In our open letter and update letter on charging arrangements for embedded generation, we indicated that we wanted to think further about network charging arrangements that relate to fixed and sunk costs, including for behind the meter generation and storage. In the call for evidence we issued jointly with BEIS, ‘A smart, flexible energy system’, we sought views on network charging for storage among other issues.

We think that the current system of network residual charges should be reviewed, as it has the potential to distort outcomes and increase charges for some consumers.

We are seeking views on whether we should launch a Significant Code Review to consider these issues and we are seeking views on the principles that should guide us if we proceed with this review.

Following extensive stakeholder engagement before and after we issued our call for evidence, we have identified some changes that we think should be made to some current network charges for storage, which will address a relative disadvantage storage has in competing to provide certain services. We are seeking views on these changes.

Targeted Charging Review: a workshop

We are holding a stakeholder workshop on the Targeted Charging Review. This will be an opportunity to share and discuss initial views from the consultation.

This event will be held on 26 April 2017 at 2pm-5pm in central London. You can register for the workshop. Further details including the agenda will be available to registrants prior to the workshop.
