Procurement and contract opportunities
How we buy goods and services, and information on how to do business with us.
We follow the rules and policies set out in the Public Contract Regulations 2015, the Procurement Act 2023 and the Procurement Regulations 2024.
Changes to public procurement
The Procurement Act 2023 changed how the public sector spent money from 24 February 2025. Depending on how contracts were set up and when they will end, some agreements may still follow the public procurement regulations from 2015.
Our current framework agreement is updated every 4 years. This could be every 8 years under the new procurement act.
Sustainable procurement
We recognise our responsibility to the environment and where possible make sure that the goods and services we buy are sustainable under the Public Services (Social Value) Act 2012.
What we buy
We buy a range of goods and services such as:
- economic consultancy (market studies, auditing, corporate finance advice)
- engineering consultancy (technical auditing and engineering costs reports)
- legal services
- market research
- IT services, hardware and consultancy

How we buy
We treat all businesses equally and assess them based on their technical ability, whilst achieving value for money.
Businesses compete against each other to sell a product or service directly to us or the government. They can bid for our contract or framework opportunities when they are published. If they are successful and meet our minimum standards, they are awarded the contract or a place on the framework.
When we have a requirement which falls within the scope of the framework, we will either:
- look to run a further competition for the work
- directly award the work to a business or businesses on the relevant lot of the framework
We use frameworks designed by the Crown Commercial Service (CCS) and our Energy and Economic Services and Advice agreement to buy most of our goods and services. Sometimes we may consider other public sector framework agreements.

We encourage sole traders and both small and medium-sized enterprises to bid for public contracts where possible.
