The Flexible Eligibility (Flex) component of ECO4 and GBIS allows Local Authorities (LAs) to identify and refer consumers that live in private tenure properties and are considered low-income, fuel poor, or vulnerable to the effects of living in a cold home.
The mechanism is intended to utilise LAs localised and communal knowledge to target consumers that may benefit from the scheme, but who may not be captured within the scheme’s standard eligibility criteria.
ECO4 Flex supplier-led audits began on 2nd September 2024, with a submission deadline of 31st October 2024.
This report sets out the results of the ECO4 Flex audits, the framework, stakeholder expectations, role and responsibilities and actions for Local Authorities and Suppliers. The report also includes the Terms of Reference that was used during the ECO4 Flex audits.
