CMP427: update to the transmission connection application process for onshore applicants

We have approved CMP427, specifically the Original Proposal. This will see a landowner Letter of Authority requirement introduced for new Onshore Transmission Connection Applications. These changes to the Connection and Use of System Code (CUSC) will take effect from 28 March 2024.
