How Ofgem is run and who makes the decisions.

About our board

Our board is known as the Gas and Electricity Markets Authority (GEMA). It is responsible for:

  • setting our strategy
  • overseeing our regulation of the energy industry
  • deciding policy priorities
  • dealing with management and enforcement matters
  • providing advice to Ofgem’s departments

Board members are chosen by the Department for Energy Security and Net Zero’s Secretary of State for a fixed term of up to 5 years. Members include the chair and chief executive, who are employed by Ofgem, and non-executive directors who have extensive experience working in the public and private sectors.

While our board makes most of the high-level decisions, senior leaders and the board’s sub-committees can also make decisions where appropriate.

Our committees

Senior leaders and committees have the power to make certain decisions on behalf of the board.

Senior Executive Committee

Our Senior Executive Committee manages our direction and performance as an organisation. Members include:

Audit and Risk Assurance Committee

The Audit and Risk Assurance Committee monitors and provides assurance about audits, risk and finance management, and internal control of the organisation.

People and Remuneration Committee 

The People and Remuneration Committee makes decisions related to people, pay and workforce strategy.

Enforcement Settlement Committee 

The Settlement Committee makes decisions about enforcement cases that are settled. For example, where a company has agrees that they have broken the rules in their licence and should pay the penalty given.

Enforcement Decision Panel 

The Enforcement Decision Panel makes decisions about enforcement cases that are challenged. For example, if a company does not agree that that they have broken rules in their licence or the penalty proposed is too high.

RIIO-3 and ED3 Committee of Authority 

The committee provides guidance to the RIIO-3 framework (gas transmission, gas distribution and electricity transmission) and ED3 (electricity distribution) programmes. It advises GEMA before it makes decisions relating to the 2 programmes.
