Published in March 2024, Ofgem’s Multiyear Strategy ‘Protect, Build, Change, Deliver’ sets out our priorities for the next 5 years and beyond. The Multiyear Strategy includes our regulatory work and the administration of low carbon energy and social schemes that we deliver on behalf of the government.

Our strategic priorities are:

  • shaping a retail market that works for consumers
  • enabling infrastructure for net zero at pace
  • establishing an efficient, fair and flexible energy system
  • advancing decarbonisation through low carbon energy and social schemes
  • strengthening Ofgem as an organisation

New developments

Since publishing our Multiyear Strategy there have been significant developments in the energy sector.

Clean Power 2030

The government has announced its intention for Britain to achieve a clean power system by 2030. They have also highlighted their primary mission to ‘kickstart economic growth’. We have an important role to play in the success of both of these missions as reflected by our Forward Work Programme.

Review of Ofgem

In December 2024, the Department for Energy Security and Net Zero (DESNZ) announced a thorough review of our role, powers, and abilities as an energy regulator.

The review was published on 22 April 2026. It includes recommendations to help us:

  • strengthen consumer protection
  • support investment, innovation and growth
  • deliver more proactive regulation that is focused on outcomes

We are committed to implementing the review's recommendations while working with government, consumer groups and the energy sector to make these changes.

Changes to our strategy

We are committed to regularly reviewing our Multiyear Strategy and making sure it is responsive to changes in government policy, new developments in the energy sector and any changes to our role and responsibilities.

While the government's review of Ofgem may mean we need to make future changes to our strategy, we believe our priorities and objectives for this year are still aligned with the energy sector's needs.
