In March 2020 we published an open letter to set out the shortlist of policy options we are taking forward for detailed assessment. We are now publishing a further open letter to seek information about the costs to the industry of implementing our shortlisted options in four policy areas:

  • Definition and choice of access rights for transmission and distribution
  • Distribution Use of System (DUoS) charges
  • Distribution connection charging boundary
  • Transmission Network Use of System (TNUoS) charges

The open letter and its annexes detail the aspects we are seeking your input on. The data and evidence we will collect through this request for information will help us in developing our draft Impact Assessment. We are keen to take into account the impacts on all types of stakeholders, therefore we strongly encourage engagement from all market participants – even where only broad estimates or qualitative responses can be provided.

We have directly contacted some companies from which we are mandating responses and encourage responses from other interested stakeholders

Your response

Please use the published template spreadsheet to input your responses, referring to any guidance in it that may be provided, then email it to FutureChargingandAccess@ofgem.gov.uk by 14 August 2020.

In compiling your response please also refer to the accompanying RfI Q&A document, which provides guidance and clarifies points raised by stakeholders. We will update this document periodically throughout the consultation period, to aid response preparation. We will use the responses to inform our draft Impact Assessment and minded-to decision, on which we will consult later this year.
