The Energy Company Obligation (ECO2), which started in 2015, is a Government scheme for Great Britain that places legal obligations on larger energy companies to deliver energy efficiency measures to domestic premises.  It was preceded by ECO1 which ran from 1 January 2013 to 31 March 2015.

There were three distinct obligations under ECO2 which energy companies were required to meet. The obligations were the Carbon Emissions Reduction Obligation (CERO), the Carbon Saving Community Obligation (CSCO) and the Home Heating Cost Reduction Obligation (HHCRO). CSCO also had a sub-obligation focused on rural areas (the CSCO rural sub-obligation).

The response to the government’s ECO Help to Heat consultation confirmed that the CERO and HHCRO obligations have been extended for the third phase of the scheme through the extension to the obligation period. The CSCO and CSCO rural sub-obligation were not extended and ended on 31 March 2017. 

Below we have published the CSCO final report which details our final determinations on energy companies’ achievement against their CSCO and CSCO rural obligations. This report is published alongside being provided to the Secretary of State as part of our duties as the administrator of the scheme.

Suppliers continue to be obligated to deliver energy efficiency measures under phase 3 of ECO2 (‘ECO2t’) and we will continue to provide regular monthly public reports.
