This Boiler Assessment Checklist is designed to assist operatives in assessing whether a boiler should be repaired, replaced or upgraded alongside a primary insulation measure.

The ECO3 Order commenced on 3 December 2018 and runs until 31 March 2022. These documents apply to any measures delivered from 1 October 2018.

For measures installed before this date, suppliers should refer to this document.

Amendments – 10 October 2018 (Version 3.2)

The ECO3 Boiler Assessment Checklist was republished on 10 October 2018 to reflect a number of minor changes which should improve the overall usability of the document.

Amendments - 15 February 2019 (Version 3.3)

This document was republished to account for First Time Central Heating measures under ECO3. A new section was created to capture occasions where heating controls (TRVs) cannot be installed as part of a measure. Suppliers and installers should use version 3.3 of the ECO3 Boiler Assessment Checklist.

Amendments – 17 January 2020 (Version 3.4)

This document was republished to reflect a number of minor changes which should improve the overall usability of the document. Appendix 1 was updated to record the costs associated with boiler repairs and replacements.

Amendments - 23 January 2020 (Version 3.5)

This document was republished with minor formatting corrections.

Amendments - 14 September 2021 (Version 3.6)

The key changes included in this version are:

  • Removal of references to first time central heating (FTCH) as the FTCH checklist should be used for FTCH measures
  • Updates to clarify how to complete the BACL when replacing an existing non-boiler central heating system and/or installing a new one
  • Updates to clarify how to complete the form where a property with room heaters is receiving a broken boiler replacement
  • Minor clarification and formatting changes throughout the document

The document can be used immediately but it is only required for all measures installed from 6 December 2021.
