The products that we have developed in the DLS phase build upon the work undertaken in the Design workstream to demonstrate how we intend to achieve this aim.
The purpose of these products are:
- To produce a plan for activity principally undertaken in the Design, Build and Test (DBT) phase of the programme, including the choreography of activity around go-live of the new arrangements and the period following go-live leading up to transition to Business as Usual; and
- To provide an appropriate level of certainty for all market participants regarding the activity that they will need to plan for the DBT phase.
To achieve this we have developed a suite of products intended to develop a delivery approach that gives due regard to risks around implementation and delivery.
These products should be read by all parties who are expected to engage in activity building components for or interfaces with, or services supporting the CSS in the DBT phase. This includes existing and future providers of central data services, suppliers and their agents, and parties intending to tender for delivery of parts of the service.
Readers of this document should understand our expectations for the types of activity to be undertaken in the Design Build and Test phase of the Programme. Further detail will be added to the delivery approach as the design work evolves in the Enactment phase.
