The Gas and Electricity Markets Authority (“the Authority”) has opened an investigation into the power cuts of Friday 9 August 2019, to establish what lessons can be drawn to ensure that steps can be taken to further improve the resilience of Britain’s energy network, and to establish whether any of the licensees involved breached license conditions or other regulatory obligations.
The licensees being investigated are:
National Grid Electricity System Operator (ESO), National Grid Electricity Transmission (NGET), RWE Generation UK (operator of the Little Barford generator), Orsted (operator of the Hornsea wind farm) and all six Distribution Network Operator (DNO) groups, namely Electricity North West Limited, Northern Powergrid, Scottish and Southern Energy, Scottish Power Energy Networks, UK Power Networks and Western Power Distribution.
The opening of this investigation does not imply that we have made any findings about non-compliance.
