ECO public reports and data

The charts below give an overview of energy companies’ progress towards their targets in the current Energy Company Obligation period (ECO2). This runs from 1 April 2015 to 30 September 2018. From 1 April 2017, energy companies' progress towards their targets includes ECO2t obligations.

These charts are interactive, allowing you to explore data most relevant to you. We update the information on a monthly basis.

We’ve included a breakdown of overall progress towards:

  • the Carbon Emissions Reduction Obligation (CERO)
  • Carbon Saving Community Obligation (CSCO including CSCO-Rural)
  • Home Heating Cost Reduction Obligation (HHCRO)
  • Provisional Solid Wall Minimum Requirement (PSWMR).

Some charts include approved ‘surplus measures’ that may be carried over from ECO1, which ran from 1 January 2013 to 31 March 2015. Surplus measures are treated in the same way as ECO2 measures and therefore can be re-elected to different obligations. As such, whilst the total volume of surplus measures will not change greatly, we expect the percentage attributed to each obligation will change in the future.

Additionally, a supplier's compliance position is only indicative until we have made our final decision about whether suppliers have achieved their obligations at the end of ECO2. Three newly obligated suppliers (Economy Energy, Flow Energy and Spark Energy) are now included in the CERO, HHCRO, and PSWMR charts. Please note that as these charts cover approved measures to March 2017, and these new suppliers can only deliver measures from 1 April 2017, they will not have any measures attributed against their obligations and have no CSCO or CSCO rural obligation.

All surplus actions from ECO1 to ECO2 have been approved and are included in the chart. Please note that measures that count towards PSWMR are from both ECO1 and ECO2. 

Phase 1 of ECO2 ran from 1 April 2015 to 31 March 2016.
Phase 2 of ECO2 ran from 1 April 2016 to 31 March 2017.
Phase 3 of ECO2 (ECO2t) runs from 1 April 2017 to 30 September 2018.

PSWMR further details

The PSWMR is a minimum carbon savings target; therefore suppliers can deliver above their requirement. A supplier must meet its PSWMR through the delivery of SWI measures by the end of the obligation period (30 September 2018).

A supplier’s PSWMR is used to determine that supplier’s solid wall minimum requirement (SWMR). The SWMR is the proportion of the PSWMR that relates specifically to CERO and represents the amount of carbon savings which a supplier must achieve through the delivery of CERO SWI surplus actions and ECO2 CERO SWI measures.

The carbon saving a supplier must achieve through SWI measures delivered under CERO to meet its PSWMR, ie its SWMR, is reduced by the amount of carbon savings a supplier achieves through ECO1 CSCO and HHCRO SWI measures.

The text below explains each ECO2 measure status.

Approved: Ofgem has determined these measures as valid under the scheme and attributed the savings to the relevant energy company. Ofgem may revoke the decision to approve any measure if, in the future, Ofgem establishes that the measure should not have been approved.
With supplier: These measures have been sent back to energy companies for data correction or completion of missing information. They will be reassessed and approved (if appropriate) once they are resubmitted.
Refused/revoked approval: These are measures identified as invalid under the scheme.
Further checks: These are measures currently undergoing further checks to ensure that they are valid measures under ECO.
Being Assessed: These are measures waiting to be processed and will be approved shortly if the necessary information is in order.
