Proposed changes to template code text for the new code modification process and the set up of the stakeholder advisory forums.

Details of outcome

We have now reached a decision on the final template code texts for the code modification process and stakeholder advisory forums (SAFs) following the implementation of energy code reform: template code text. Stakeholders broadly supported our proposals and agreed that the proposed text reflected our policy decisions. The feedback received has helped us finalise the code template text.

We have made decisions on:  

  • the final version of the code modification template text
  • the final version of the SAF template text

These decisions will support the implementation of the new code governance framework enabled by the Energy Act 2023, under which licensed code managers will ensure that codes evolve in line with Ofgem’s strategic priorities.

We recognise that specific adaptations to the template code text will be needed for each code. In the first instance, we intend to focus on the phase 1 codes, the Balancing and Settlement Code (BSC) and Retail Energy Code (REC) and plan to consult on those proposed adaptations in due course.

Original consultation

We are seeking feedback on our draft template code text for the new modification process. We want your views to make sure it is clear, workable and aligns with the wider aims of energy code reform. 

Feedback from our second consultation on the implementation of energy code reform broadly supported our proposals. People who responded also agreed on the need to modernise the current complex and fragmented code governance framework.
