In 2011, the Department of Energy and Climate Change (now the Department for Energy Security and Net Zero) commissioned a consortium led by NNFCC and including E4tech (now ERM), to develop the Biomass and Biogas Carbon Calculator to help with the calculation of greenhouse gas (GHG) emission savings.

The UK Biomass and Bioliquid Carbon Calculator was developed for calculating the carbon intensity and GHG savings of solid biomass and biogas used for electricity and heat generation as well as for bioliquids and biofuels used as transport fuels or for electricity generation.
The UK Biomass and Bioliquid Carbon Calculator incorporates the calculation methodology set out in the Renewable Energy Directive1a, taking account of the recommendations set out by the European Commission in their report on sustainability requirements for biomass and bioliquids.1b The tool is designed to help generators under the RO scheme, and participants of the NDRHI scheme, calculate their final GHG emission savings, so that they can be reported to Ofgem. The use of the calculator is entirely optional, there is no requirement to use the calculator. The calculator is provided for convenience only; generators and participants may use other methods to calculate their final GHG emissions savings if they wish.
Ensuring that the calculation of GHG savings is undertaken correctly remains the sole responsibility of generators, as set out in the RO Orders1c, and of participants as set out in the NDRHI Regulations.1d
The UK Biomass and Bioliquid Carbon Calculator was developed by E4tech (who have since been acquired by ERM), with support from the Environment Agency, the Department of Energy and Climate Change and the NNFCC. The calculator was last updated in 2014 and no longer complies with modern government digital standards. It is being made available as an optional short-term measure whilst DESNZ explores procuring an updated version. You are advised to consult your IT department before using the calculator.
