RIIO-2 Challenge Group: DNO draft business plan response letters

On 1 July 2021 each of the Distribution Network Operators (DNOs) submitted their draft business plan for the Challenge Group’s review. The RIIO-2 Challenge Group has now completed its review and has written to each of the DNOs setting out the areas of concerns it expects the DNO to address for the submission of final business plans to Ofgem on 1 December 2021. The documents below are the letters that the RIIO-2 Challenge Group sent to the DNOs, with all the confidential information removed.

For the RIIO-2 price control Ofgem has adopted an enhanced engagement process. This is set out in our enhanced engagement guidance document. As part of this process in ED-2 the DNOs and Ofgem have established independent expert groups to scrutinise the draft and final Business Plans developed by the companies.

Each DNO has a Customer Engagement Group to review the individual draft and final business plans and Ofgem has established the RIIO-2 Challenge Group to scrutinise all the companies’ draft and final business plans.
