On 27 May 2016 we published a consultation on our proposed approach to implementing a system of deemed scores for use in the Energy Company Obligation (ECO) scheme from April 2017. 

A change to deemed scores would entail the use of a finite set of scores that reflect the carbon and cost savings generated from different energy efficiency measures in different properties. This contrasts with the current approach where savings are calculated on a case-by-case basis.

Our consultation closed on 8 July 2016. In total we received 73 responses, 71 of which have been published on the original consultation page. Two submissions were confidential and have not been published.

The documents below include our consultation response, the methodology document co-authored with the BRE and the deemed scores.

Implementation

The implementation of these deemed scores will only come into effect if government decides to amend the legislation to introduce deemed scores following its own consultation process. The government may decide not to introduce deemed scores into the ECO scheme.

Update 17 November 2016

On Thursday 17 November the deemed scores consultation, the lifetime and annual deemed scores and the BRE Methodology document were updated. The principal changes were revisions to the lifetime deemed scores (The Deemed Scores Matrix) for qualifying boilers and heating controls, and to paragraphs 7.2 to 7.11 in the deemed scores consultation response. These changes addressed an issue regarding our decision to combine scores for qualifying boilers and heating controls. Please see the republished consultation response for details. Other changes were formatting changes to the scores and the amendment of a minor error in the methodology document.

Update 7 February 2017

On Tuesday 7 February the Deemed Scores Matrix was updated. Following the publication of BEIS’s consultation response, all scores have received a 30% uplift.

Additionally, the assumptions behind electric boilers have been updated. This has resulted in changes to scores for electric boiler installations and for measures where the property is heated by an electric boiler.

Update 9 March 2017

Following engagement with industry, the Deemed Scores Matrix has been updated. The changes relate to the scores for the replacement of qualifying boilers with biomass boilers, air source heat pumps and ground source heat pumps. The scores were initially calculated with a 20, 15 and 20 year lifetime respectively, however these have now been revised to 12 years in line with the ECO2 Order. The scores for other qualifying boiler replacements, qualifying boiler repairs and qualifying electric storage heater repairs have also been amended slightly to ensure that rounding has been applied consistently across all scores.
