In December 2020 we committed to carrying out quantitative work to assess the impacts of reforms to Balancing Services Use of System (BSUoS) charges that had been recommended by the second BSUoS Task Force.
We have now published analytical work to support assessment of their first key recommendation, that BSUoS be recovered only from final demand. Alongside our consultants’ report, we have also published an open letter setting out the context for this work and outlining how the analysis will inform our principle-based decision.
