Outcome of proposed changes to the Distribution Connection and Use of System Agreement DCP462: ‘Impact of Market-wide Half-hourly Settlement on certain DCUSA owned flows’.

Details of outcome 

Ofgem has approved DCUSA Change Proposal DCP462, clarifying the governance of future proposed changes to DCUSA-owned data flows and fully aligning the DCUSA with the Market-wide Half-hourly Settlement (MHHS) Design. The proposal has two elements:

  1. It amends section 1C of the DCUSA to make clear that, in future, Change Proposals will need to be raised where a DCUSA Party wishes to pursue amendments to DCUSA-owned Market Messages, Scenario Variants or Data Items.
  2. It addresses an oversight in DCUSA Change Proposal DCP456, which Ofgem approved on 29 August 2025, and which was implemented on 22 September 2025. DCP456 was intended to update the DCUSA to bring it fully into line with the MHHS Design for central systems ‘go-live’ on 22 September. 

    However, three DCUSA-owned data flows (or ‘Market Messages’), and the Scenario Variants associated with them, were not included in the scope of that Change Proposal. The three Market Messages and associated Scenario Variants are required for the migration phase of MHHS, which is scheduled to begin on 22 October 2025. Accordingly, DCP462 corrects the oversight with effect from that date.

Start date

The implementation date for DCUSA Change Proposal DCP462 is the same date as the M11 Milestone in the MHHS Programme Implementation Timetable. The M11 milestone is currently scheduled to take place on 22 October 2025.

Code change description

Eastern Power Networks raised DCP462 on 12 September 2025 to make clear that all future proposals to change DCUSA-owned data flows shall be progressed by way of a DCUSA Change Proposal, thus removing any uncertainties that may previously have existed about how to pursue such amendments.  

The proposal also ensures that the three DCUSA-owned data flows, and associated Scenario Variants, will be introduced into the Energy Market Data Specification (EMDS) with effect from the start of the MHHS migration period. This completes the alignment of the DCUSA and DCUSA-owned data flows in the EMDS with the MHHS Design.
