Outcome of proposed changes to Distribution Connection and Use of System Agreement DCP437: To Shorten the DUoS Pricing Notice Periods.

We have rejected modification proposal DCP437 following a revised change declaration which was submitted by National Grid Electricity Distribution on 16 June 2025. 

Code modification description 

Distribution Use of System (DUoS) charges are set with a 15-month notice period for Distribution Network Operators (DNOs) and a 14-month notice period for Independent Distribution Network Operators (IDNOs). DUoS charges are levied by DNOs to recover their allowed revenues and are calculated using charging methodologies approved by the Authority.

DNOs are required to submit a version of the price control financial model with their proposed allowed revenue to the Authority. The Authority has the power to direct amendments to the submitted price control financial models, with all amendments to be completed prior to the publication of the charges.

The modification proposal raised by National Grid Electricity Distribution was to shorten the DUoS pricing notice period. This would provide a longer period between the publication of the price control financial model and the publication of DUoS charges.

We concluded that the modification does not better facilitate DCUSA charging objectives 2, 3 and 6. The impact on the other DCUSA charging objectives is neutral.

This decision follows a send-back letter we issued on 21 November 2024, which requested National Grid Electricity Distribution provide further detail on the impact of their proposal on different consumer groups.
