Guidance on joining the energy industry working group on reducing energy debt for home movers.

About the working group

We want to help consumers avoid getting into debt when they move into a new home. Some consumers may not know that they need to contact an energy supplier or set up an account straight away.

To tackle this, we are creating a working group to understand the risks and benefits of making changes to the current home-moves process (also known as change of tenancy).

The working group will design and implement new industry processes, consumer protections and guidance.

We will set out the full aims of the working group, including the terms of reference and governance structure in early 2026.

Who should take part

Energy suppliers, consumer groups, charities and industry bodies with relevant experience in:

  • change of tenancy
  • consumer debt management
  • consumer vulnerability
  • consumer communications
  • consumer behavioural research methodology
