Utilities Act 2000 and Section 103 of the Utilities Act 2000, make provision for energy efficiency obligations to be set for electricity distributors and suppliers and gastransporters and suppliers by the Secretary of State for Environment, Food and Rural Affairs. The Electricity and Gas (Energy Efficiency Obligations) Statutory Instrument 2001 came into force on 15 December 2001. This Statutory Instrument, resulting from the consultation on the Energy Efficiency Commitment 2002-2005, sets out the framework for the obligation in relation to electricity and gas suppliers. It is Ofgem's duty toadminister this programme, to be known as the Energy Efficiency Commitment (EEC).
