Electricity Settlement Reform SCR: BSC modification decision (P423)

Decision

Following our August update where we confirmed that we were commencing our submissions of Authority-led code modification proposals pursuant to the Authority’s Market-wide Half-Hourly Settlement Significant Code Review (SCR), and subsequent consideration by the relevant code bodies, we have begun to receive recommendations on the proposals. We are now publishing our first decision on the proposals, which is on the Balancing and Settlement Code (BSC) modification P423: Market-wide Half Hourly Settlement (MHHS) Implementation and Governance Arrangements.

We will shortly be publishing our decisions on the MHHS proposals that we submitted to the Connection and Use of System Code ('CUSC' - CMP378), the Smart Energy Code ('SEC' - MP180) and the Retail Energy Code ('REC' - R0003), and the change proposal submitted to the Distribution Connection and Use of System Agreement ('DCUSA' - DCP393). We provided our target dates for decisions on the proposals in our August 2021 publication. If the Authority decides to approve the proposals, it will then be for the panels of the Relevant Codes to implement the modifications to allow efficient and timely implementation of MHHS by October 2025.
