MHHS Update - Authority-led SCR modification Proposals

In August 2021 the Gas and Electricity Markets Authority confirmed its intention to pursue code modifications on implementing market-wide half-hourly settlement (MHHS). We submitted our first set of Authority-led proposals to the relevant parties, and several are now consulting on them. We encourage industry stakeholders to engage with this process.

The Authority’s proposals relate to the Balancing and Settlement Code (BSC), the Distribution Connection and Use of System Agreement (DCUSA), the Smart Energy Code (SEC), and the Connection and Use of System Code (CUSC). The proposals can be found on the relevant code bodies' websites – see the links below:

We will shortly be submitting a modification proposal to the Retail Energy Code (REC). We expect this to be published on the REC website around mid-September 2021. Please refer to their website to see the proposal at that point.

On receipt of recommendations, the Authority will make decisions on these proposals and, if applicable, state when the code modifications are to come into effect. It will then be for the panels of the Relevant Codes to implement the modifications, if the Authority decides to approve the proposals, to allow efficient and timely implementation of MHHS by October 2025. We provided our target dates for decisions on the proposals in our August 2021 publication.
