Decision to Grant National Grid Electricity System Operator a Derogation from Standard Licence Condition C28 to Procure Net Transfer Capacity in a non-market-based manner
On 18 June 2021, the ESO submitted a request to us, supported by a cost-benefit analysis, for a derogation against their standard licence condition C28 to procure balancing services following market-based procedures.
Under our powers identified in Standard Licence Condition C28.9, we have decided to grant the ESO a derogation against this condition for the non-frequency balancing service, Net Transfer Capacity.
This derogation is in place for a limited time, until the earliest date of a methodology for capacity calculations as part of the TCA being established, or 1st May 2023.
