Proposed changes to update the typical domestic consumer values for electricity and gas, reflecting how household energy use has changed over time.
Details of outcome
Typical Domestic Consumption Values (TDCVs) are used widely across the energy sector by industry, the media and consumer organisations to provide a consistent reference point for communicating prices and bills when a customer’s actual usage is not known. They are also used as an input into the price cap calculations.
We recently carried out a review of these values, so they continue to reflect the most current view of household energy use.
Following consultation, we have decided to proceed with updating the TDCVs for gas and electricity to reflect the latest available evidence on household energy use.
Stakeholders were broadly supportive of updating TDCVs, given ongoing reductions in consumption since our last review. Feedback focused on discussing the data source used, the frequency of future reviews, and certain methodological considerations.
We have carefully considered the feedback received and discuss these considerations and implications of the update further in the decision document.
We will implement the updated TDCV values from 1 July 2026.

Original consultation
We regularly review the typical domestic consumption values for electricity and gas to check changes in the amount of energy used over time. Our last review was in 2023. They can help energy customers who are unsure how much energy they use, understand how much energy a typical household could use over a year.
This consultation also discusses the general trend in domestic energy usage and how the new typical domestic consumption values interact with the energy price cap.
Who should respond
We would like views from people with an interest in the price cap methodology, including energy suppliers and energy industry bodies. We would also like responses from consumer groups and charities.
