Initial impact assessment and minded to position on arrangements for accessing Licence Baseline Exit Capacity at Bacton Interconnection Point

BBL Company V.O.F. (BBLC) have recently undertaken an investment to facilitate physical reverse flow of gas from Great Britain (GB) (Bacton) to the Netherlands (Balgzand).

The current arrangements in National Grid Gas Plc (NGG) Gas Trasporter Licence Special Conditions stipulate that the Licence Baseline Exit Capacity for the Bacton (BBL) offtake point is set at 0 GWh/d. As such, BBLC considers that it does not have equal and transparent access to the existing available NGG exit capacity at Bacton.

In August we published a Call for Evidence to seek views regarding whether or not existing arrangements on exit at Bacton should be changed to allow Shippers to access Licence Baseline Exit Capacity at both Interconnection Points (IP) at Bacton: Bacton (IUK) and Bacton (BBL).

As part of this stakeholder engagement process we are now publishing a draft impact assessment which sets out the impacts associated with the following policy options:

  • 'Do nothing' to maintain the status quo
  • Aggregating the Bacton (IUK) and Bacton (BBL) exit points
  • Reallocating some of the existing baseline exit capacity at Bacton (IUK) to Bacton (BBL)

We are also sharing our minded to position to amend the licence in order to Aggregate the Bacton (IUK) and Bacton (BBL) exit points.

We welcome responses and evidence (where possible) to the questions set out in the consultation document or any other relevant data, including our approach to conducting the impact assessment by the end of Monday, 10 February 2019.
