Our minded-to position on the Early Construction Funding application submitted by Scottish Power Transmission Plc for the Denny to Wishaw 400kV Reinforcement Project

Details of outcome

In March 2026, we consulted on our proposed changes to the allowances (ASTIAt) set out in the ASTI Confidential Annex, referenced in Appendix 1 of Special Condition 3.21 (the 'Accelerated Strategic Transmission Investment Re-opener and Price Control Deliverable term', or ASTIRt).

The consultation was carried out under SPT's electricity transmission licence. Specifically, it covered the Early Construction Funding (ECF) section of Special Condition 3.21, in response to SPT's request for early construction funding for the Denny to Wishaw 400kV Reinforcement Project (Network Options Assessment code: DWNO).

We have approved this project under our ASTI framework because the network upgrades it proposes are essential for keeping electricity transmission safe, reliable and efficient.

Consultation description

This consultation sets out our Early Construction Funding assessment of Scottish Power Transmission Plc's (SPT’s) Early Construction Funding (ECF) application for the Denny to Wishaw 400kV Reinforcement Project (DWNO) under the Accelerated Strategic Transmission Investment (ASTI) re-opener.

This document outlines the scope, purpose, and questions of the consultation and how you can get involved. Once the consultation is closed, we will consider all responses.

Who should respond

We would like views from people with an interest in new transmission infrastructure, meeting the net zero challenge, and competition in onshore transmission networks.

We particularly welcome responses from consumer groups, stakeholders impacted by the projects, stakeholders with an interest in the costs of electricity transmission infrastructure, and transmission owners.

We would also welcome responses from other stakeholders and the public.
