Ofgem has today published its decision on the expansion of Data Best Practice (DBP) as a Code Obligation, following a period of consultation with stakeholders across the energy sector. The DBP Guidance sets out principles for the management and sharing of Energy System Data, aiming to improve transparency, interoperability, and the strategic use of data to support the transition to Net Zero.
The consultation sought stakeholder views on the inclusion of DBP Guidance and Digitalisation Strategy and Action Plans (DSAPs) into the governance of industry codes. Respondents broadly supported the introduction of DBP and DSAP requirements, recognising the benefits of consistent and outcomes-based data management. Feedback emphasised the importance of aligning the implementation of these obligations with the phased licensing of Code Managers under the Energy Act 2023, to ensure effective delivery and avoid duplication.
Having considered the feedback received, Ofgem has decided to apply DBP obligations to the Smart Meter Communication Licence (SMCL) at this stage, as set out in the Associated Direction published alongside this decision. This approach reflects industry support for DBP while addressing concerns about implementation and timing. Ofgem will continue to engage with stakeholders through code panels and will publish further consultations to clarify how DBP obligations could apply to licensed Code Managers in the future.

Original consultation
We are consulting on expanding the obligation to follow Data Best Practice Guidance (“DBP Guidance”) to selected code parties. We seek views from organisations and people with an interest in digitalisation of the energy system, administration of energy codes, and code parties. We particularly welcome responses from third parties who operate under energy codes. We would also welcome responses from other stakeholders and the public.
Data Best Practice (DBP) Guidance is a tested foundational framework for how energy companies must structure, handle, and consider the value of their data, ultimately leading to more open and standardised sharing of data within the energy sector. The next logical step in expansion is to ensure DBP Guidance is embedded within the energy codes which underpin much of the efficient functioning of the energy system. In this consultation we propose to achieve this through licence modification which will then be promulgated through to the codes via consequential code modifications to the relevant code initiated and managed by the licensees.
We are aware of ongoing reforms to energy code governance and have been working closely with colleagues to ensure alignment with these changes. Nothing in this consultation should be considered as superseding that work, or as anything other than a complimentary workstream focused on evolving industry codes.
