Decision:
This letter sets out our concerns around the consistency of licensee's application of clock stopping. We are seeking stakeholder views on whether licensees should be able to stop the clock, and if they should what are the circumstances in which it may be permissible for a licensee to stop the clock for the purposes of the Interruptions Incentive Scheme (IIS).
