Following the final conclusions of our Integrated Transmission Planning and Regulation (ITPR) project, and our consultation on 10 April on licence changes to enhance the role of the System Operator (SO), we are now issuing a statutory consultation on the proposed licence modifications we think are necessary to implement our decision to enhance the role of the System Operator in planning the electricity transmission network and mitigating any resulting conflicts.
We are proposing to implement our decision by modifying the standard and special conditions of the electricity transmission licences. The proposed amendments will put additional obligations on National Grid Electricity Transmission plc as SO. We are also proposing some changes to the licences of transmission owners.
We welcome your views on our proposed licence modifications and what these mean for implementing our ITPR decision to enhance the role of the SO. Please respond to ITPRMailbox@ofgem.gov.uk by noon on 4 August 2015.
