This submission propoese to amend Rule 3.2 which provides that, to apply for a new build generating CMU, that applicant must be the legal owner. It is proposed this amendment is needed as it could be preventing capacity from coming forward and there may be scenarios where a developer wishes to bring forward a project on behalf of the legal owner.
