National Grid IFA2 Limited (“NGIFA2”) submitted Access Rules and Charging Methodology for the IFA2 interconnector to the Authority for approval on 3 October 2019 and 24 September 2019 respectively. The Access Rules set out the terms and conditions for access to, and including use of, the interconnector. The Charging Methodology sets out the methods for calculation of charges imposed for access to and use of the licensee’s interconnector.

IFA2 will operate under these new rules only in the event that the UK leaves the EU without a deal. The Access Rules and Charging Methodology would enter into force 28 days after notification by the NGIFA2.

We have decided to approve the Access Rules and Charging Methodology proposed by NGIFA2 on the basis that they achieve the relevant Access Rules and Charging Methodology objectives. This letter contains Directions approving the Access Rules and Charging Methodology. A joint opinion between Ofgem and the French National Regulatory Authority, the Commission de Regulation de l’Energie, on the Access Rules is included as a separate attachment.
