Plans to publish Supplier Performance Report put out to consultation

Plans to publish a report on how energy suppliers have performed on government environmental and social programmes are being put out to consultation.

Ofgem E-Serve, the delivery arm of the energy regulator, plans to publish a quarterly Supplier Performance Report (SPR). It will score energy companies’ non-compliance issues across the six schemes that place direct obligations on them.

The schemes covered by the proposed report comprise: the Renewables Obligation, Feed-in Tariff, Offtaker of Last Resort, Energy Company Obligation, Warm Home Discount and Government Electricity Rebate.

Generally suppliers meet their overall obligations during scheme compliance periods but some struggle with individual elements of the schemes, such as meeting deadlines and submitting accurate data.

These issues can add to the costs to consumers of delivering the schemes and may indicate a systematic issue with an energy company’s approach to meeting their obligations.

By publishing the SPR Ofgem E-Serve’s intention is to increase accountability around energy companies’ performance on the schemes, improve transparency for consumers and minimise costs to consumers of delivering schemes.

The SPR complements the range of tools we have for monitoring suppliers’ performance on the schemes and assesses incidents of non-compliance against six categories and four levels of severity, distinguishing between incidents which contravened scheme legislation or Ofgem E-Serve’s guidance.

Chris Poulton, Managing Director of Ofgem E-Serve, said: “Whilst suppliers are doing great work, we still feel that there is more to be done. By publishing the SPR, we will be highlighting areas of shortfall and consumers will be able to see how well their provider meets their obligations.

“We hope that publishing this data will help to grow a culture of compliance already embedded with most suppliers. And while SPR records specific non-compliance issues it can also be used to show how effectively some companies meet the requirements of the schemes.”

Ofgem E-Serve made a commitment in its 2016-17 Forward Work Programme to become more open and transparent, particularly through the publication of more information and statistics about the schemes it administers. The SPR is part of this work, and the outputs of further initiatives will be published later this year.
