Modification of National Grid Gas’ transporter licence to add three new exit points to the National Transmission System

Licence modification

We have decided to modify Part F of Special Condition 5G of National Grid Gas plc’s (National Transmission System) (NGG(NTS)) gas transporter licence as proposed in our section 23 notice published on 18 March 2016. The changes, outlined below, will take effect from 15 August 2016.

Responses to our statutory consultation

We received one non-confidential response to our statutory consultation from NGG. This is published on our website with the section 23 notice. NGG supported all of our proposed licence changes.

The proposed modification

Our statutory consultation published on 18 March 2016 proposed modifications to Table 8 of Part F of Special Condition 5G of the licence to add three new exit points. It also proposed the approval of “St Fergus Segal” as a relevant exit point, “Palm Paper” as a non-relevant "Industrial" exit point and “Kinneil CHP” as a non-relevant ‘Power Station’ exit point, as required under the EU Gas Regulation 715/2009. The letter accompanying the statutory consultation notice describes what a relevant point is and the background to our proposals.
