The regulatory regime for offshore electricity transmission enables the Authority to grant an OFTO Licence to an OFTO on the basis of a competitive tender process. Ofgem is responsible for managing this process. This document sets out the Cost Recovery Methodology for TR3, which is the first competitive Tender Round under the Enduring Regime held in order to grant OFTO Licences.
