Low-carbon energy and social schemes

Our Supplier Performance Report provides insight into how energy suppliers deliver the low-carbon energy and social schemes we administer on behalf of government, underpinned by our collaborative approach to driving improvement and a firm commitment to holding non-compliant suppliers to account. The Supplier Performance Report does not report on a supplier’s customer service, wider performance (for example against other regulatory obligations), or its energy mix.

These schemes play an important role in decarbonising the energy system and supporting vulnerable consumers, with energy suppliers central to their success. We work closely with suppliers to support effective delivery and secure the best outcomes and value for money for consumers, while closely monitoring performance. Where obligations are not met or performance falls short, we publish these findings every 6-months in our Supplier Performance Reports, available at the bottom of this page.

When suppliers don’t perform as expected, we take it seriously because it can: 

  • add extra costs for energy consumers and taxpayers
  • undermine the positive benefits of the scheme for consumers and the environment
  • compromise effective scheme administration

The Supplier Performance Report contributes to Ofgem’s principal objectives by bringing transparency to energy supplier performance and showing how we are working hard to improve standards for consumers across the energy market. 

Suppliers with the most non-compliance

January 2024 to December 2025

We categorise incidents of non-compliance as the most significant Level 1 incidents or less serious Level 2 incidents.

The charts below highlight the suppliers with the most Level 1 and Level 2 incidents recorded over the 2-year period January 2024 to December 2025. Further details can be found in our latest edition of the Supplier Performance Report. These suppliers have not met their obligations or the standards we expect. We seek to resolve issues through early engagement and by working collaboratively with suppliers to deliver improvements. However, suppliers are responsible for meeting their obligations in full and on time, and where issues are not addressed or performance does not improve, this may result in more serious consequences, including escalation to enforcement action.

What is a L1 incident?

These are the most serious incidents of non-compliance and have the greatest potential negative impact. 

This can include the failure of an energy supplier to:

  • make a scheme payment
  • meet a scheme payment deadline
  • meet a scheme obligation target
  • provide critical scheme data on time 

What is a L2 incident?

These are lower-level incidents of non-compliance. When a supplier is responsible for a high number of minor incidents, this can be an indication of poor governance. This can impact scheme delivery, create an unnecessary administrative burden, and lead to poor outcomes for consumers.

L1 incidents: January 2025 to December 2025

Foxglove Energy Supply Ltd were responsible for the most with 11 - all of which occurred before the most recent reporting period (July to December 2025). The other suppliers featured are Utilita Energy Ltd (9 incidents), Utility Warehouse Ltd (8 incidents), Octopus Energy Ltd (7 incidents) and OVO Electricity Ltd (6 incidents).

L2 incidents: January 2025 to December 2025

Good Energy were responsible for the most incidents with 83 - 22 of which occurred during the most recent reporting period (July to December 2025). The other suppliers shown are OVO Electricity Ltd (60 incidents), British Gas Trading Ltd (57 incidents), EDF Energy Customers Ltd (49 incidents), and Scottish Power Energy Retail Ltd (41 incidents).
