CMP450: Introducing the definition of Dynamic Reactive Compensation Equipment (DRCE) in the CUSC

On 13 February 2025, Ocean Winds raised CUSC Modification Proposal (CMP) 450. The CUSC Panel subsequently submitted a Final Modification Report (FMR) to us on 14 May 2025. We have decided to reject CMP450 based on the FMR and our decision on CMP418.
