Request for Information: Gas Disconnections Framework Review

We received 10 written responses from our gas transporters, and we have carefully considered these responses.

We have found that the current Gas Disconnections framework was not designed for a declining gas network. As gas demand declines over time, consumers will increasingly rely on disconnection services to exercise choice and transition away from gas. Our review found that existing arrangements can result in inconsistent consumer experiences, uneven protections and significant differences in costs. Immediate improvements to the current regime are needed, alongside a longer-term move towards a more unified framework in the early 2030s. 

To finalise the review, we set out our recommendations and next steps on gas disconnections. This includes taking immediate action via our Disconnections Action Plan (see – Final Report and Attachment C) for regulatory reform; and working with industry and government to support development of an improved disconnections framework.

We are issuing this Request for Information in order to gather quantitative and qualitative data which is required to better understand costs and system pressures associated with gas disconnections across Great Britain (England, Scotland and Wales) for future monitoring purposes, in addition to finalising initial information received under Ofgem’s Call for Input (CfI) - Exercising Consumer Choice: A review of the gas disconnections framework.  This information will also be used for policy development as part of Ofgem’s RIIO-3 Price Control Final Determinations, as well as Ofgem’s current review of the IGT Relative Price Control.
