On 12 January 2015 the government introduced The Warm Home Discount (Miscellaneous Amendments) Regulations 2015. This extends the Warm Home Discount (WHD), introducing a new obligation period, Scheme Year 5, from April 2015 to March 2016. The regulations set out the requirements for Scheme Year 5 and detail operational changes to the scheme.
With the introduction of the regulations, we propose to make minor amendments to our published guidance. This document is a draft for comment on areas of WHD where we will be exercising some degree of discretion in our administration, or the Regulations have changed and we are proposing changes to our existing processes to reflect this.
The guidance document outlines our proposed changes, which will apply for the WHD Scheme Year 5 obligation period. They will also apply in a few specified areas to our compliance assessment process for Scheme Year 4, where outcomes from this impact on Scheme Year 5.
