Decision

Each year, Ofgem publishes a Forward Work Programme (FWP) setting out the activities that we intend to carry out to deliver our strategic objectives. In late March of 2019, we published a two-year FWP for the period April 2019 to March 2021. As we approach the end of the first year of this work programme, we have been reviewing our activities to ensure that they effectively respond to new three strategic objectives that were set for us by our Authority in July 2019.  

While our principle duty remains to ‘protect the interests of existing and future energy consumers’, our Strategic Narrative 2019-2023 highlights that we are about to enter a period of transformation for energy markets and networks, while the generation sector will also see large changes if it is to respond to an ambitious policy of reducing the UK’s carbon dioxide emissions to net zero by 2050.

Taking this into account, we have reviewed our current FWP, by focusing on our new three strategic objectives:

  1. Enabling competition and innovation which drives down prices and results in new products and services;
  2. Protecting consumers, especially the vulnerable, stamping out sharp practice and ensuring fair treatment; and
  3. Decarbonising to deliver a net zero economy at the lowest cost to consumers.

This consultation document is a representation of activities that we may carry out, based on our strategic objectives and affordability, with a particular focus on how we effectively gather, store, use and share data, to deliver our regulatory remit.

As always, we welcome your views on how we can ensure that all consumers receive fair, competitive services from the energy market.
