Business plan guidance: electricity distribution price control (ED3)

Details

DNOs should use the guidance and templates when creating their business plans for ED3. We will assess these plans and set out our decisions on their plans at draft and final determinations in 2027.

Please note: 'Annex 2: ED3 common sensitivity for load-related expenditure' will be published on 28 September 2026. 

'Annex 2: ED3 BPG Business Plan Data Table glossary' is not currently accessible and will be republished on 28 September 2026 in an accessible format.  If you need the information in an alternative format please contact ED3@ofgem.gov.uk.
