On 21 September 2022, we published a consultation on a proposal to insert a new Special Condition ('SpC') 4.1 and make further changes to Chapter 4 of the electricity transmission licence held by National Grid Electricity System Operator Limited ('NGESO'), in accordance with our CMP361 decision.
On 15 December 2022, we further published a consultation on a proposal to modify Special Condition 4.2 (Balancing Services Activity Revenue Restriction on External Costs) (‘SpC 4.2’) of the electricity transmission licence held by NGESO. This proposal sought to modify SpC 4.2 to reflect changes required as a result of our CMP395 decision.
Following consideration of the responses, we have decided to consolidate these changes in this decision, and modify Chapter 4 and SpC 4.2 in the manner set out in the consultations, with amendments as explained in the decision. The responses we received have been published on our website.
A licence modification notice under section 11A(1)(a) of the Electricity Act 1989 ('the Act'), detailing the modifications to Chapter 4 and SpC 4.2, has been issued and is published alongside this decision.
