OFTO Tender Round 3 started in February 2014. Tender Round 3 enabled prospective bidders to compete to own one or more of the offshore transmission assets associated with:

  • Westermost Rough
  • Humber Gateway

The enduring regime

Tender round 3 ran under a new process, the enduring regime. We decided to combine the Pre-Qualification (PQ) and Qualification to Tender (QTT) stages into one Enhanced Pre-Qualification (EPQ) stage. This change aimed to simplify the tender process simpler for all parties. Although the TR3 projects were built by offshore generators, using the generator build model, the enduring regime also gave generators the choice of an Offshore Transmission Owner (OFTO) designing and constructing the transmission assets (the OFTO build model).
