Ofgem’s Final Determinations for various project funding requests from Gas and Electricity network companies under the RIIO-2 re-opener uncertainty mechanisms.

Details of outcome

As part of the RIIO-2 price control, network companies can apply for additional allowances via re-opener uncertainty mechanisms. Up to January 2025, we received re-opener applications across various uncertainty mechanisms from Electricity Transmission, Electricity Distribution and Gas Distribution network companies. We consulted on our Draft Determination on 18 July 2025.  

Our decisions, having taken account of all consultation responses, are set out in these Final Determinations.  Alongside these Final Determinations, we have issued directions setting out relevant outputs and allowance adjustments.

Consultation details

As part of the RIIO-2 price control, network companies can apply for additional allowances via re-opener mechanisms. We are consulting on our proposals following our assessment of a number of applications from nine network companies in the electricity transmission, electricity distribution, and gas distribution sectors.  These applications were received up to January 2025 and were submitted under the following re-opener mechanisms:  

  • Medium Sized Investment Projects (MSIP)
  • Large Onshore Transmission Investment (LOTI)
  • Hebrides and Orkney Whole System Uncertainty Mechanism (HOWSUM)
  • Load Related Expenditure Re-opener (LREt)  
  • Health and Safety Executive (HSE) Policy Re-opener
  • Specified Streetworks Costs Re-opener
  • Net Zero Pre-Construction Work and Small Net Zero Projects (NZASP) Re-opener 

We are consulting on our Draft Determinations and draft directions for these applications. 
 
We would like views from people with an interest in electricity transmission, electricity distribution and gas distribution networks. We would also welcome responses from other stakeholders and the public.
