Heat network regulation: authorisation application arrangements

Proposals for how new heat network operators and suppliers apply for authorisation and register with Ofgem.

Consultation description 

From 27 January 2027, anyone intending to begin operating or supplying a heat network must apply to Ofgem for authorisation before starting the regulated activity.  

We are consulting on interim authorisation application arrangements, including the information applicants must provide and how applications will be processed. We are also consulting on proposed changes to authorisation conditions A04: Registration and A05: Nominated Operator, as well as related amendments to the Heat Networks Regulation Registration Guidance. 

We intend for this to be an interim arrangement, ahead of bringing forward further application requirements to provide assurance of an authorised person’s ability to meet authorisation conditions and protect consumers. We will consult on further proposals in future, informed by our experience of registration and early learning from regulating this sector.
