We are reviewing the regulatory framework for the Data Communications Company (DCC). This is to put in place new arrangements following the expiry of the Smart Meter Communication Licence in 2027. This consultation focuses on the objectives, operational model and role of the Successor Licensee.

Who should respond

We want to hear views from anyone who has an interest in smart metering. We welcome responses from Data Communications Company (DCC) and its customers, including energy suppliers, distribution network operators, customer groups and other current or potential future users of the smart meter communication network.

Background

DCC is responsible for operating a secure national communications network for smart metering in Great Britain. It currently operates under the Smart Meter Communication Licence. We are reviewing the licence arrangements ahead of the expiry of the Licence in 2027.

Our progress

In August 2023 we concluded the first, scoping phase of our review with a set of key features to form the basis of the design of the new regulatory model. 

Phase 2 of our review has focused on developing these key features into detailed policy proposals to underpin the Successor Licence. We have been consulting in three areas:

  1. Future arrangements for governance and Centralised Registration Service (Switching) – we published our conclusions in December 2024 (Switching) January 2025 (governance)
  2. Process for determination of the Successor Licensee’s Allowed Revenue (cost control) – we published our conclusions in May 2025
  3. Future role of DCC – the focus of this consultation

Our proposals

This consultation seeks views on detailed policy proposals for:

  • future objectives and strategy-setting process
  • operational model
  • the scope and evolution of the Successor Licensee’s role
