The NESO Performance Panel's report on the NESO's performance.
The RIIO-2 price control for National Energy System Operator (NESO) covered the period between 2021 and 2026. NESO’s business plan periods and incentives framework run over two-year periods with a final one-year period. The third and final business plan period of RIIO-2, known as “BP3”, ran from 1 April 2025 to 31 March 2026.
As part of incentive framework, the NESO Performance Panel and Ofgem assessed NESO’s performance at the end of each Business Plan period.
On 22 June 2026, the Performance Panel met and discussed NESO’s performance over the BP3 period. This report outlines the Panel’s conclusions, rationale and recommendations in more detail. We are publishing this report as the Secretariat for the NESO Performance Panel, detailing the Panel’s assessment of NESO’s performance.

This report covers the period from April 2025 to March 2026. NESO’s handling of system events related to extreme heat in June 2026 is outside the scope of this assessment and will be considered separately as part of a regulatory review opened on 17 July 2026.
