Evidence underpinning Ofgem's end-scheme assessment of NESO's performance during the third business plan period (2025 to 2026).
The RIIO-2 price control for National Energy System Operator (NESO) covered the period between 2021 and 2026. The price control includes business planning and incentives scheme periods, the third and final of which ran from April 2025 to March 2026.
As part of NESO’s price control, an independent Performance Panel and Ofgem assessed NESO’s performance at the end of each Business Plan period. The Performance Panel’s assessment of performance is published separately, and its views informed our assessment. This report provides the evidence base underpinning Ofgem’s end-scheme assessment of NESO’s performance during the third Business Plan (BP3) period, 2025 to 2026.
This assessment covers the period from April 2025 to March 2026. NESO’s handling of system events related to extreme heat in June 2026 is outside the scope of this assessment and will be considered separately as part of a regulatory review opened on 17 July 2026.
