Revised licence fee cost recovery principles following the Consumers, Estate Agents and Redress Act 2007

The Consumers, Estate Agents and Redress Act 2007 abolished energywatch, and replaced it with a two tier consumer advocacy system. This decision document updates the Ofgem licence fee cost recovery principles document, to take account of the changes.
