Electricity Market Reform: Open letter and consultation on changes to the Capacity Market Rules

This letter explains our initial views on the changes we are considering to the CM Rules (the Rules). We are asking for respondents’ views on the areas where we consider change to be a priority before the 2016 four-year-ahead (T-4) auction and the second Transitional Auction. It also invites comment on additional changes which were proposed last year but were not introduced at that time. We have further identified potential need for additional changes as a result of learnings from the prequalification process.
